Institutional Guarantee Services for Rental Housing of Tokyo Metropolitan Housing Supply Corporation (JKK Tokyo)

When moving into JKK Tokyo's rental housing, a debt guarantee for rent, common service fees, etc. (hereinafter, “rent, etc.”) is required.
JKK Tokyo has introduced an "Institutional Guarantee System" to guarantee debts related to rent, etc. Residents can choose between utilizing the institutional guarantee or providing a personal joint guarantor.
As a guarantee institution, Tokyo KJS has undertaken guarantee entrustments from a large number of individuals to date.
The screening for entrustment also conforms to JKK Tokyo's resident eligibility screening, and you can utilize it through a simple procedure.
For a small monthly fee, we will undertake the guarantee.

How to Apply

Those newly moving in:

Please fill in the required information and affix your seal on the "Guarantee Entrustment Application Form" enclosed with the eligibility screening documents sent from the JKK Housing Registration Center, and submit it at the time of eligibility screening.

Those who have already moved in:

Please fill in the required information and affix your seal on the "Guarantee Entrustment Application Form" available at the manager's office of the public housing or the jurisdictional Help Desk, and apply.

* If rent and common service fees are significantly overdue, JKK Tokyo will initiate prescribed procedures, such as termination of the housing lease agreement. Consequently, JKK Tokyo will demand that Tokyo KJS fulfill its guarantee obligations. * If rent and common service fees are significantly overdue, JKK Tokyo will initiate prescribed procedures, such as termination of the housing lease agreement.   2. If those who have already moved in apply, please submit resident tax assessment certificates, etc.
  3. Even if a guarantee entrustment agreement is concluded, it does not exempt you from debts such as rent, etc.
  4. Parking fees are not included in the guarantee entrustment agreement.
  5. If you are currently under a guarantee agreement and change your name, please complete a new application process.
  6. For those who applied for JKK Tokyo with combined income, the guarantee agreement must be jointly concluded by the contractor and the person whose income was combined. (In this case, the seal impression and registered seal certificate of the person whose income was combined will be required.)

JKK Tokyo has introduced an "Institutional Guarantee System" to guarantee debts related to rent, etc. Residents can choose between utilizing the institutional guarantee or providing a personal joint guarantor.
Tokyo KJS has, since the introduction of the institutional guarantee system, provided institutional guarantees for a large number of individuals.
The screening for entrustment also conforms to JKK Tokyo's resident eligibility screening, and you can utilize it through a simple procedure.
We earnestly request that you consider using our institutional guarantee.

Conditions for Use
  1. If you utilize the institutional guarantee, you will conclude a guarantee entrustment agreement with Tokyo KJS and pay a prescribed "guarantee fee."
  2. The guarantee fee will be paid monthly along with your "rent" and "common service fees" to JKK Tokyo (by bank account transfer).
  3. If we undertake the guarantee, it is necessary to meet the "Guarantee Acceptance Monthly Income Standard."
    This Guarantee Acceptance Monthly Income Standard conforms to JKK Tokyo's monthly income standard. Therefore, those who pass the resident screening are eligible to use the institutional guarantee.
Guarantee Fees

The guarantee fees are set as follows:The guarantee fees are set as follows:

〇 Rakuraku Start Anshin Plan (No security deposit required)1.5% of monthly rent + common service fees (rounded down to the nearest ¥10)(Flat rate of ¥700 if monthly rent + common service fees are less than ¥47,400)

If the total monthly rent and common service fees increase or decrease, the guarantee fee will also increase or decrease accordingly.

  1. The first guarantee fee will be paid from the month following the guarantee entrustment agreement date (move-in date).
  2. In conjunction with the above, upon cancellation, a one-month guarantee fee will be charged regardless of the move-out date
  3. Once a guarantee fee has been paid, it will not be refunded except in cases of calculation error.
Usage Procedures
  1. Applications for use can be made simultaneously with the move-in procedures.
  2. Conclusion of entrustment agreementConclusion of entrustment agreement
    ① Please fill in the required information, your name, and current address (address on your certificate of residence) on the Guarantee Entrustment Application Form, affix your seal, and submit. However, the contractor's registered seal certificate and supporting documents submitted during the eligibility screening are not required for this contract.
    ② If moving in with combined income, one cohabitant other than the main contractor, who has the highest income, will enter into a joint contract as a joint debtor for the guarantee entrustment agreement. In this case, the registered seal and one copy of the registered seal certificate of the joint contractor will be required.
    ③ The guarantee entrustment agreement will become effective from the time the first guarantee fee is paid.
    ④ The Guarantee Certificate will be lodged by JKK Tokyo.
  3. Payment of guarantee feePayment of guarantee fee
    ① Monthly guarantee fees are collected by JKK Tokyo and will be settled by bank transfer along with your rent and common service fees paid. The bank transfer for your guarantee fee will begin from the month two months after your guarantee entrustment agreement date, from your self-designated bank account.
    ② Prior to the completion of your bank transfer registration, guarantee fees must be paid via the payment method specified by JKK Tokyo.
Guarantee Responsibility
  1. If a resident significantly delays payment of rent and common service fees, JKK Tokyo will initiate prescribed procedures, such as termination of the housing lease agreement.
  2. In such cases, if you have a guarantee entrustment agreement with us, JKK Tokyo will request Tokyo KJS to fulfill its guarantee obligations, and Tokyo KJS will pay the debt on behalf of the resident.
    However, please be aware that this does not exempt the resident from the obligation to pay arrears of rent and common service fees, etc. Debts paid by Tokyo KJS to JKK Tokyo will be repaid to Tokyo KJS by the resident.
Change of Guarantor
  1. Those who have already moved in can also change from personal joint guarantor to institutional guarantee (Standard Plan). (Changes to the "Rakuraku Start Anshin Plan" are not permitted.)
  2. When converting to an institutional guarantee, it is required that your income at the time of change satisfies the “Guarantee Acceptance Monthly Income Standard” and that no current arrears are present.
  3. For any changes, regardless of the nature, please follow the procedures at the “JKK Tokyo Help Desk” responsible for your current residence.
